Charles Brown, otherwise known as Kite Man, is a man who uses kites as weapons, and uses them to commit crimes. Yes, you did read that, kites. Out of all the things you could use as weapons, why in the name of God whould you use kites?

Early Life[]
Not much of known about Chuck's early life, other than he was that one weird kid that nobody talked to, and for good reason. He saw a kite as his friend, and would pretend to have important events with that kite, which is one of the reason he's like that kid you once knew who was really into Sonic the Hedgehog and ate his crayons.
